Using a sample of 15,174 firms from 24 countries included in the 2009 World Bank Enterprise Survey, we investigate the impact of disclosure standards and auditing infrastructure on the bribery of public officials to secure government contracts. We find that firms are less likely to grant gift to secure a government contract in countries having more extensive financial reporting requirements and countries where audit firms face a higher litigation and sanction risk. Findings also show that firms are less likely to (...) bribe bureaucrats in case financial statements are reviewed by an external audit firm. Our results are economically significant and are robust to several sensitivity analyses. These findings support certain policies that are currently being implemented or discussed to mitigate bribery within the public sector across the globe. (shrink)

Resilience may be referred to as the capacity for positive adaptation and to quickly recover from difficulties and significant adversity. After examining operational definitions of related concepts, the article discusses resilience building exercises for functional fitness at the individual soldier level, to include among others, self-monitoring, self-evaluation, self-reinforcement, emotional regulation exercises, mindfulness training, relaxation and grounding exercises and importance of maintaining discipline and routine in the military. Using an acronym CARRIES, the article examines efforts to enhance resilience building through empirically (...) validated cognitive, behavioural and intrapersonal skills originating from best practices learned in the military. Défini comme l’une des parties du discours traditionnelles, l’article, « l’un des instruments odieux de notre grammaire » (Alexis François, La grammaire du purisme et l’académie française au 18ème siècle, Paris, Société Nouvelle de Librairie et d’Édition, p. 70) crée une véritable ligne de démarcation pour le phénomène langagier en tant qu’il divise les langues en deux catégories distinctes : langues avec article et langues sans article. Au-delà de la technicité grammaticale que créent le système d’article et l’absence d’article au (...) sein du groupe nominal, cette étude permet de repenser la nécessité noologique et phénoménologique de cette classe de mot bien particulière. Il convient donc de s’interroger sur l’absence d’article dans des langues avec article (français, allemand, anglais, italien, macédonien, etc.) et sur l’« absence de tout » dans des langues sans article (croate, serbe, russe, turc, etc.). Au sein des langues dépourvues de tout système d’articles, un déterminant d'origine numérale s'apparente à l'article et, ce faisant, s'approprie une valeur d'adjectif indéfini : « (un) certain ». Alfred I. Tauber (ed.), Organism and the Origins of Self. Dordrecht, Netherlands: Kluwer Academic Publishers, 1991. xix + 384 pp., US$ 110.00 (US$ 25.00 paperback). This is a fascinating book based on a 1990 symposium at Boston University. It promises to change the way one conceives of the organism. The authors start from different specializations but provide a most tantalizing feast of ideas. Richard Lewontin commences the book with a strange foreword. Lewontin submits that the concern with the "self and (...) private identity in modern biology is ... only one manifestation of the ideology of individualism that is a shibboleth of our particular [bourgeois] form of social organization" (p. xix). If this is the case, the reader should stop reading the book and ask for her money back. But I advise patience. Tauber's introduction is a mixture of the history of the medical notion of disease and the advocacy of a dialectical concept of the self as the interpenetration of part and whole. Tauber highlights Elie Metchnikoff's appealing idea of phagocytosis as just one form of the active organism striving to attain harmony among competing cells. (shrink)

Discoverer of the theory of evolution by natural selection, and thus the founder of modern evolutionary biology, Charles Darwin is responsible for one of the most fundamental and far‐reaching contributions to the modern scientific world view. Born in 1809 in Shrewsbury into a wealthy Victorian family, Darwin was educated at the universities of Edinburgh and Cambridge. Though his formal education was of little interest to him ‐ “my time was wasted, as far as the academical studies were concerned” (1969, p. (...) 58) ‐ Cambridge did provide the opportunity to pursue his childhood interest in natural history. Upon graduating in 1831, Darwin joined a charting expedition around South America on board HMS Beagle, which was to last for five years. During this time, he made lengthy expeditions inland, studying the flora, fauna, and geology of South America and the Pacific Islands, and accumulating a massive biological and geological collection. These years were critical for Darwin's intellectual development, as he admitted, sowing the seeds of his doubt in the fixity of individual species. Darwin was impressed by a large number of facts that could not be explained on the assumption of the fixity of species, including the close structural similarities between extinct and living species revealed by the fossil record. Most important of all were the tortoises and finches of the Galapagos Islands: each island was inhabited by very similar, yet distinct varieties ‐ clear evidence for Darwin of common ancestry shaped by adaptation to local conditions. The creatures of the Galapagos, Darwin wrote, bring us close “to that great fact ‐ that mystery of mysteries ‐ the first appearance of new beings on this earth” (1839, p. 466). (shrink)

Possible-world semantics are provided for Parikh’s relevance-sensitive model for belief revision. Having Grove’s system-of-spheres construction as a base, we consider additional constraints on measuring distance between possible worlds, and we prove that, in the presence of the AGM postulates, these constraints characterize precisely Parikh’s axiom (P). These additional constraints essentially generalize a criterion of similarity that predates axiom (P) and was originally introduced in the context of Reasoning about Action. A by-product of our study is the identification of two possible (...) readings of Parikh’s axiom (P), which we call the strong and the weak versions of the axiom. An interesting feature of the strong version is that, unlike classical AGM belief revision, it makes associations between the revision policies of different theories. (shrink)

Religious beliefs are defined as thinking, feeling and behaving in accordance with the beliefs and teachings of a religious system. In other words, religious beliefs are indicative of the role of religion in the individual and social life of people, as well as adherence to values and beliefs in daily life, performing religious practices and rituals and participating in activities of religious organisations. Religious beliefs are a set of dos and don'ts, and values are considered one of the most important (...) psychological supports that can provide meaning in all moments of life and save a person from meaninglessness by providing explanatory support in specific situations. In addition, work conscience is defined as a feeling of inner commitment to comply with agreed-upon requirements for work. In other words, work conscience means heartfelt satisfaction and practical commitment to the tasks that a person is supposed to perform properly, in a way that there will be no negligence in performing the duty even if no supervisor oversees the activity. Given the significant role of nurses in hospitals, especially during the coronavirus disease 2019 (COVID-19) pandemic, the religious beliefs of healthcare employees have become more important. Therefore, the present study aimed to evaluate the effect of religious beliefs on the work conscience of 1800 Muslim nurses in Iraq during the COVID-19 pandemic in 2021. Standard questionnaires were applied to assess the respondents' religious beliefs and work conscience. In addition, data analyses (Cronbach's alpha, Pearson's correlation, etc.) were performed in Statistical Package for the Social Sciences (SPSS). According to the results, religious beliefs have a positive effect on nurses' work conscience (p = 0.822). CONTRIBUTION: The findings of this study showed that the employees of an organisation, especially nurses and healthcare staff, can rely on their religious beliefs and benefit from their advantages in order to strengthen their work conscience during a hard time such as the COVID-19 pandemic. In contrast, Yugoslavia's Titoism is an ambiguous inheritance, consisting in a flexible polity which is not dominated by a Stalinist police state, a system which (...) “may yet evolve in a progressive direction,” although its supposedly excessive reliance on the market and foreign trade produces pronounced economic inequalities incompatible with socialism (p. 127). Scientific realists have suggested that changes in our scientific communities over the course of their history have rendered those communities progressively less vulnerable to the problem of unconcieved alternatives over time. I argue in response not only that the most fundamental historical transformations of the scientific enterprise have generated steadily mounting obstacles to revolutionary, transformative, or unorthodox scientific theorizing, but also that we have substantial independent evidence that the institutional apparatus of contemporary scientific inquiry fosters an exceedingly and increasingly theoretically (...) conservative form of that inquiry. I conclude that contemporary scientific communities are actually more vulnerable to the problem of unconceived alternatives than their historical predecessors, and I briefly suggest how we might seek to pursue scientific inquiry in a less theoretically conservative way. Doctors’ strikes are legally permissible in the UK, with the situation differing in other countries. But are they morally permissible? Doug McConnell and Darren Mann have systematically attempted to dismiss the arguments for the moral impermissibility of doctors’ strikes and creatively attempted to provide further moral justification for them. Unfortunately for striking doctors, they fail to achieve this. Meanwhile, junior doctors’ strikes have continued in the UK through 2023 and have now extended into 2024. In this response, which focuses on (...) the UK situation and specifically junior doctors’ strikes in the National Health Service (NHS) in England, I will demonstrate a central problem with their arguments—namely that they underplay the harms caused by prolonged doctors’ strikes by ignoring the harms to patients with cancer. This weakens their conclusion that strikes are morally permissible in terms of the conditions and thresholds they set. I then provide a psychological critique of their justification for strikes in terms of the interests of the public. It follows that invoking the controversial concept of supererogatory action is ungrounded but also absurd when you consider time-critical cancer care. If those representing striking doctors wish to maintain a modicum of moral respectability, they should mitigate for patients with cancer and negotiate reasonably and with urgency. (shrink)

Background Noninvasive prenatal testing (NIPT) designed to screen for fetal genetic conditions, is increasingly being implemented as a part of routine prenatal care screening in the United States (US). However, these advances in reproductive genetic technology necessitate empirical research on the ethical and social implications of NIPT among populations underrepresented in genetic research, particularly Black women with sickle cell disease (SCD).Methods Forty (N = 40) semi-structured interviews were conducted virtually with Black women in the US (19 participants with SCD; 21 (...) participants without SCD) from June 2021 to January 2022. We employed a qualitative approach to examine the study participants’ perceptions of the potential advancement of NIPT for screening SCD in the fetus. Data were analyzed using NVivo 12 qualitative software.Results The themes revealed the complexities involving the intersectional lived experiences of SCD, prenatal care, lack of synergy among health providers, and NIPT decision-making. The results further revealed that even when Black women have shared commonalities in their lived experiences while navigating SCD and motherhood, their perceptions of NIPT screening technologies are divergent.Conclusion Expanding the ethical discourse on the social implications of NIPT is critical to fully elucidate how Black women perceive NIPT’s utility, particularly as NIPT advances to screen for SCD in the fetus. Neglecting to include Black women with genetic conditions in empirical studies on NIPT may contribute to ongoing health inequities and limit and constrain reproductive choices among Black women with and without SCD. Nearly everyone agrees that life has changed in our technological society, whether the contrast is with earlier stages in Western culture or with non-Western cultures. "Modernization" is just one of various terms that have been applied to the process by which we have arrived at the peculiar lifestyle typical of our age; whatever the term for the process, almost all analysts agree in finding technology to be one of its key ingredients. This is the judgment of critics of all sorts (...) - anthropologists, historians, literary figures, sociologists, theologians. Volume 4 in the Philosophy and Technology series brings the perspectives of philosophers to bear on the issue of characterizing contemporary life, mainly in high-technology societies. Some of the philosophers look at the issue directly. Others focus on work life - or on the living arrangements that surround or condition or offer refuge from work life in technological society. Still others reflect on particular technologies, especially biotechnology and computer technology, that are increasingly affecting both work and family life. There is also a paper on the nature of thinking in technologi cal praxis, along with two papers on whether it is appropriate to export this sort of thinking to Third World countries, and another paper on the issue of responsibility in technology - which would have fit better in volume 3 of the series, entitled Technology and Responsibility (1987). Advocates have sought to prove that underdetermination obtains because all theories have empirical equivalents. But algorithms for generating empirical equivalents simply exchange underdetermination for familiar philosophical chestnuts, while the few convincing examples of empirical equivalents will not support the desired sweeping conclusions. Nonetheless, underdetermination does not depend on empirical equivalents: our warrant for current theories is equally undermined by presently unconceived alternatives as well-confirmed merely by the existing evidence, so long as this transient predicament recurs for each theory and body (...) of evidence we consider. In this paper, we draw inferences from the Nobel laureate Amartya Sen’s book, The Idea of Justice to inform the organisational justice literature. The extant societal-level theories of justice tend to emphasise aspects that are analogous to either the procedural or distributive dimensions of organisational justice. The Senian idea of comprehensive justice is different in that it synthesises the procedural- and distributive-related dimensions at the societal-level. We theorise that the Senian notion could be applied at the organisational-level to facilitate outcomes (...) that are actually valued by the workforce. Further, we contend that the emphasis on non-parochialism in the Senian notion of justice makes it particularly relevant to the ethics of multi-national corporations operating in alien cultures. To support our contention, we analyse the lean manufacturing practices of a Japanese MNC operating in India. Our case analysis demonstrates how Senian thinking helps one surface unjust outcomes that would otherwise go unacknowledged. Our analysis also offers tentative support to Senian claims about the capacity of human behaviour to undermine well-designed institutions. Concurring with the Senian view, which favours combating manifest injustice rather than fixating over designing perfectly just institutions, we derive some normative implications to advance the cause of striving for outcomes that are actually valued by the workforce. I defend a new reading of Spinoza's account of causation that reconciles the strengths of the mechanist and formal cause interpretations by locating instances of nature's fixed and unchanging laws inside individual natures; natures are efficacious because that's where the laws are. God's necessity, for instance, follows from certain logical principles contained within God's nature. Causes between finite particulars likewise stem entirely from finite natures. They do so, I argue, because finite instances of nature's fixed and unchanging laws are inscribed (...) within those natures. The achievements of the textile industry in Roman Britain are often underestimated as a result of the meagreness of our available evidence. The Edict on maximum prices issued by Diocletian in A.D. 301 shows that British capes commanded high prices on the markets of the Empire, and that in the late third century A.D. British rugs were the best in the world. In view of the competition from the traditional centres of rug manufacture in the East, this is an astonishing (...) achievement. (shrink)

The received translation and interpretation of many of the technical terms current in the textile industry of the Roman Empire are inaccurate, because lexicographers have either fought shy of being precise, or have thought that they recognized in the ancient world technical processes which originated at a much later date. The evidence is often equivocal or insufficient, but may still yield details that have been overlooked. The textile expression scutulatus, to take an example, deserves more attention than Blümner has devoted (...) to it. When it refers to the appearance of a garment, Lewis and Short, s.v. scutulatus, translate ‘diamond or lozenge-shaped, checkered’. It seems worth while to attempt a more precise translation, and, if possible, to estimate the significance in context of the goods so designated. (shrink)
